ASPA’s Section on Emergency and Crisis Management (SECM) seeks to improve the quality of emergency management in the public sector. Within the context of numerous statutes, regulations, and ordinances, emergency management can be defined as the process of developing and implementing policies concerned with mitigation, preparedness, response, and recovery. SECM seeks to bring emergency management into the mainstream of public administration and increase its effectiveness at all levels of government. The section publishes a newsletter, Emergency Management Dispatch, for those with a specialized interest in the field.
