The task force that initiates the local program was then known as the Association for Retarded Citizens (ARC) and while their name has changed they continue to be our sponsoring association. La Crosse in one of only thirty-two communities in the nation that is able to offer this type of individual advocacy to our community. Similar programs exist in New Zealand, Canada, and England.
